For the purposes of this article:
VEHICLE
Any device in, upon, or by which any person or property is or may be transported or drawn upon a public highway, street or alley, except a device moving upon stationary rails or tracks on a public highway.
It shall be unlawful for any person to repair any motor vehicle or part thereof, or permit the same to be done to a motor vehicle belonging to him upon any of the streets, highways, alleys or public property of the Borough of Avalon; provided, however, that this section shall not apply to any emergency repair necessary to remove the vehicle from the street. Any repair which can be made within 48 hours from the time the vehicle becomes disabled shall be considered an emergency repair.
A. 
The Chief of Police is hereby authorized to prohibit parking on highways, or parts thereof, which are being constructed, repaired or improved, for a period not to exceed the duration of said construction, repair or improvement. When, in the opinion of the Chief of Police, the public safety does not require the prohibition of parking at all times on such highways, or part thereof, being constructed, repaired or improved, the Chief of Police is authorized to permit parking for such periods as will not endanger the public safety. In cases where parking is so prohibited or regulated by said Chief of Police, proper signs shall be erected by the Public Safety Committee in accordance with the Acts of Assembly of the Commonwealth of Pennsylvania in such cases made and provided, giving notice of such prohibition or regulation.
B. 
The Chief of Police and the Public Safety Committee are also hereby authorized to prohibit parking on any highway, or part thereof, entirely or for certain hours to be designated by the Chief of Police and said Committee for periods not to exceed 60 days as trial periods to study the effect of parking or the movement of traffic within the Borough of Avalon. While such trial periods are in effect, proper signs shall be erected by the Public Safety Committee to show that parking is prohibited or regulated thereon.
Any person, firm, or corporation, violating the provisions of this article or aiding, abetting, or assisting in the violation of said provisions should, upon violation of said provisions, be fined the sum of $10 if paid within seven days of said violation. If not paid within seven days of the violation and, upon conviction thereof before a Magisterial District Judge, violator shall be fined the sum of $20 and costs of prosecution. Upon default of payment or upon failure to pay the fine and costs, the violator shall be committed to the Allegheny County Jail for a period not exceeding 10 days.
