For the purposes of this article, commercial waste shall include all refuse, recyclables and solid waste generated from any business, industry or building containing six or more dwellings.

(a) 
All waste containers and dumpsters used or maintained for the collection, storage or disposal of commercial waste shall be tightly closed with a lid or cover at all times, except during the act of loading or unloading, so as to prevent insect breeding, spillage of refuse and other health and safety problems.
(b) 
All persons who produce commercial waste shall manage, control and dispose of, or recycle, such wastes in accordance with all federal, state and local regulations, and hauled to transfer facilities, transfer and disposal facilities, or private disposal facilities, licensed by the state, and do so at such person's sole cost and expense.
(c) 
The Recycling Coordinator is authorized to establish policies and procedures for the collection and removal of commercial wastes.
