There shall be a combination water and sewer billing in order that charges for water use and consumption and annual sewer user charges shall be billed by the Township in quarterly installments. All bills shall be payable to the Township within 30 days from the date such bills are mailed by the Township.

A. 
There shall be a reduction in the annual sewer user charge which is charged to or collected from any person residing in the Township of Verona who is of the age of 65 or more years, or less than 65 years of age and is permanently and totally disabled according to the provisions of the federal Social Security Act, 42 U.S.C. § 301 et seq., or disabled under any federal law administered by the United States Department of Veterans Affairs if the disability is rated as 60% or higher, and the person either is annually eligible to receive assistance under the Pharmaceutical Assistance to the Aged and Disabled (PAAD) program, P.L. 1975, c. 194 (N.J.S.A. 30:4D-20 et seq.), or has a total income not in excess of $10,000 per year exclusive of benefits under any one of the following:
(1) 
The federal Social Security Act, 42 U.S.C. § 301 et seq., and all amendments and supplements thereto;
(2) 
Any other program of the federal government or pursuant to any other federal law which provides benefits in whole or in part in lieu of benefits referred to in, or for persons excluded from coverage under Subsection A(1) of this section, including but not limited to the federal Railroad Retirement Act of 1974, 45 U.S.C. § 231 et seq., and federal pension, disability and retirement programs; or
(3) 
Pension, disability or retirement programs of any state or its political subdivisions, or agencies thereof, for persons not covered under Subsection A(1) of this section, except that the total amount of benefits to be allowed exclusion by any owner under Subsection A(2) or (3) of this section shall not be in excess of the maximum amount of benefits payable to, and allowable for exclusion by, an owner in similar circumstances under Subsection A(1) of this section.
B. 
The amount of the reduced sewer user charge available to eligible persons under this section shall be as set forth in Chapter A565, Fees, of the Verona Code.
C. 
Any person who claims to be eligible for a reduction under this section shall complete and sign an application for reduction on forms to be made available by the Township. Applications shall be filed with the Tax Collector by not later than December 31 of the year in which a reduction is claimed. In order to qualify for a reduction, the applicant must establish that the applicant was eligible for the reduction as of December 31 of the year preceding the year in which a reduction is claimed. The Township shall have the right to require such information as may be reasonably necessary to support an applicant's claim for a reduction and to disallow any claim based upon an incomplete application. In addition, the Township shall have the right to require an applicant to annually update information in order to support such applicant's continued claim for eligibility under this section. Updated information shall be on forms provided by the Township and shall be filed with the Tax Collector by not later than June 1 of each year.

All charges payable to the Township for connection to or use of the Township water supply system, consumption of water or otherwise payable under this chapter, and all charges for connection with and use of the Township sewers and drains shall draw the same interest from the time they become due as taxes upon real estate in the Township and shall be a lien upon the premises connected until paid, and the Township shall have the same remedies for collection thereof, with interest, costs and penalties, as it has by law for the collection of taxes upon real estate.
In the event that payment of said combination water and sewer bill or any part thereof is not made when such payment shall become due, the Township shall have the right, upon due notice in accordance with law, to cause the water supply to be shut off from such house, building or other premises so supplied and to not turn on the same again until all arrears, with interest and penalties, shall be fully paid.

Any person who violates any of the provisions of this chapter shall, upon conviction thereof, be subject to the penalties set forth in Chapter 1, Article II, General Penalty, of the Township Code.
