A number of positions of special police, as determined by the Town Board, are hereby established pursuant to Town Law § 158 and § 10 of the Municipal Home Rule Law. The Town Board, in its discretion, may appoint special police to fill any or all of the positions established by this article.
Such special police shall be appointed by resolution of the Town Board in accordance with the provisions of § 158 of the Town Law and § 10 of the Municipal Home Rule Law. Such special police shall serve at the pleasure of the Town Board and shall have the same powers and authority conferred upon special police by § 158 of the Town Law.
The special police appointed by the Town Board shall be subject to the general authority and direction of the Town Board and to such orders and regulations as the Town Board may prescribe not inconsistent with law. Such special police shall serve at the pleasure of the Town Board.
Such special police shall be appointed in accordance with the civil service laws and rules. Special police are part of the classified service under Civil Service Law § 40, and are under the exempt class.
The special police shall be under the authority and control of the Chief of Police of the Town of Ogden Police Department.
The special police shall serve without compensation.
The special police are peace officers having the same powers and authority as are conferred upon Constables by general laws of the state only when on duty and shall conduct themselves, at all times, in accordance with General Order Nos. 93-01 through 93-06, effective February 5, 1993, and General Order Nos. 94-01 and 94-02, effective April 23, 1994, and May 26, 1994, as well as such further general orders as are adopted from time to time.
The Town shall purchase uniforms and equipment for such special police and require them to participate in any necessary training. There shall be a provision in the annual budget for expenditures incurred in providing uniforms, equipment and training.
The duties of the special police shall include but not be limited to the following:
A. 
Traffic control at special events and emergencies.
B. 
Crowd control at special events and emergencies.
C. 
Administrative duties as required.
D. 
Patrol of Town parks, schools, businesses, houses and requests for special attentions as requested by the Town of Ogden Police Department.[1]

The special police shall have their own Chief who will answer to the Chief of the Town of Ogden Police Department. The Special Police Chief shall be appointed by the Town Board upon the recommendation of the Chief of Police of the Town of Ogden.
