A department of the Borough of Wellsboro is hereby created,
to be known as the Department of Recreation, which shall be in the
charge of the Borough Board of Recreation.

The said Board of Recreation shall be constituted as provided
by law, having a minimum of five and a maximum of nine persons appointed
thereto. Members shall be appointed by the Borough Council, members
shall serve no longer than five years consecutively thereon and individual
terms shall be staggered in such a manner that at least one expires
annually. Vacancies, occurring otherwise than by expiration of a term,
shall be filled for the unexpired term in the same manner as original
appointments.

The Board of Recreation shall, with the consent of the Borough
Council, assist it in the equipment, operation, maintenance and supervision
of Borough recreation places and in the planning, construction, improvement,
expansion and coordination of such recreation places and shall possess
such powers as are permitted it by the Borough Code, 53 P.S. § 45101
et seq., and as are assigned it by the Borough Council from time to
time.

It is the declared intention of the Borough Council that recreation
places and facilities, both for youth and for adults, shall be coordinated
and shall be operated whenever possible in harmony with school athletic
sports and activities.
