and the Borough under which the authority will agree to construct

and the improvements and additions thereof to the Borough for a term
of 30 years and 1 month, and under which, among other things, the
Borough will agree to pay certain regular quarterly rentals, make
provisions for deficits out of current revenues, pay over surplus
sewer revenues as additional rentals, and operate, maintain and repair
said sewer system, approving the form of lease and authorizing its
execution; authorizing the opening of a separate sewer revenue account;
approving the plans and specifications for said project; and authorizing
other necessary action
