The Township, or its authorized agent, shall have access at
all reasonable hours of the day to all parts of the premises to which
sewage service is supplied to make necessary inspections.
Except as otherwise provided in this article, each improved
property shall be connected separately and independently with a sewer
through a building sewer. Grouping of more than one improved property
on one building sewer shall not be permitted except under special
circumstances and for good sanitary reasons or other good cause shown,
but then only after special permission of this Township, in writing,
shall have been secured by the owner of the improved property.
A separate and independent building sewer shall be provided
for every building. Exceptions to this provision shall be made where
one building stands to the rear of another on an interior lot and
no sewer line is available or can be constructed to the rear building
through an adjoining alley, yard or driveway, in which case, the building
sewer from the front building may be extended to the rear building
only on approval by the Township. Such connection of two buildings
to one sewer line shall be considered as two building sewers.
All costs and expenses of construction of a building sewer,
and all costs and expenses of connection of a building sewer to a
lateral or sewer, shall be borne by the owner of the improved property
to be connected; and such owner shall indemnify and save harmless
this Township from all loss or damage that may be occasioned, directly
or indirectly, as a result of construction of a building sewer or
of connection of a building sewer to a lateral or sewer.
A building sewer shall be connected to a sewer at the place
designated by the Township or where the lateral is provided. The invert
of a building sewer at the point of connection shall be at the same
or a higher elevation than the invert of the lateral or sewer. A smooth,
neat joint shall be made and the connection of a building sewer to
the lateral shall be made secure and watertight.
The Township is hereby granted the right to adopt, from time
to time, by resolution, additional rules and regulations as it shall
deem necessary and proper relating to connections with a sewer and
the sewer system, which additional rules and regulations, to the extent
appropriate, shall be construed as part of this article. Any rules
and regulations adopted by the Township prior to the adoption of this
Part shall be deemed rules and regulations adopted pursuant hereto.
No person shall make connection of sump pumps, roof downspouts, foundation drains, areaway drains, floor drains or other sources of surface runoff or groundwater to a building sanitary drainage system or building drain which in turn is connected directly or indirectly to a Township sanitary sewer main. Any such connection existing as of the date of the adoption of this Part shall be deemed an unauthorized connection, and the owner shall immediately and permanently disconnect any such connection. Upon discovery of an unauthorized connection, the Township shall give the owner 30 days' written notice, which shall be delivered either in person or by certified mail, return receipt requested, to disconnect the unauthorized connection immediately. Failure to disconnect the unauthorized connection within 30 days of receipt of such notice shall be deemed authorization by the owner for the Township, or its respective agents, to enter upon the property and permanently disconnect the unauthorized connection and collect all costs to do so as set forth in §
18-304 above.
