As used in this Part 1, the following terms shall have the meanings indicated:
MOTOR VEHICLE
Any automobile, truck, sports utility vehicle or other motorized vehicle subject to regulation and licensure by the Illinois Secretary of State, and any tractor, combine or other motorized farm machinery, and any four-wheel all-terrain motorized vehicle, off-road motorized vehicle, and any snowmobile, and any other vehicle designed to be occupied by the person operating said vehicle and which vehicle is powered by motorized power.
To promote the public safety, the operation of motorized vehicles, as hereinabove defined, is prohibited in public parks owned by the Village of Sidney, Illinois, except upon public roadways and parking facilities in said parks. Public roadways, as used in the preceding sentence, shall not include park trails. Any person operating a motorized vehicle contrary to this prohibition commits a violation of this Part 1.

No person shall, in connection with any property of the Village:
A. 
Park vehicles on any park property other than in areas designated for parking that type of vehicle, unless there is an emergency or unless directed to do otherwise by a law enforcement officer or an authorized Village employee.
B. 
Leave a vehicle parked on park property after park closing hours without obtaining permission from the Village or after the closing of a function for which the Village has authorized a later closing hour.
C. 
Park a vehicle in such a way as to block another parked vehicle.
D. 
Park a vehicle in such a way as to block, restrict or impede the normal flow of traffic.
E. 
Permit a motor vehicle which such person is operating, or in charge of, to stand unattended without first stopping the engine, locking the ignition, and removing the keys, and, when standing upon any perceptible grade, without setting the brake thereon and turning the front wheel so as to inhibit the accidental movement of said motor vehicle.
F. 
Park any vehicle in any parking place designated as reserved for handicapped persons, unless proper registration plates, decals or devices are exhibited indicating that the vehicle is operated by or for a handicapped person. Any vehicle in violation of this subsection is subject to removal at the owner's or operator's expense.
G. 
Double-park any vehicle in the park driveway unless directed by a Village official or temporarily for discharging passengers.
H. 
Leave any vehicle in the park more than 24 hours due to a mechanical failure. At the end of such period, the vehicle shall be towed away at the owner's or operator's expense.
I. 
Change oil, grease, wash or polish vehicles and leave debris from such action, or change any parts or make repairs of any kind to any vehicle in any park area, except such emergency repairs necessary to remove such vehicle therefrom.
It shall also be illegal and a violation of this Part 1 for any person to park any motorized vehicle, as defined in § 175-1 hereof, at any location in any Village of Sidney public park, except in parking lots or other facilities provided by Village authorities for vehicular parking for park patrons.
The Village shall post appropriate signs advising motorists that parking or driving motor vehicles in the parks, except on roads or parking lots, is prohibited and constitutes a trespass on Village property.
A. 
Any person violating this Part 1 shall be subject to a fine of not more than $750 for each violation.

B. 
Complaints for any violation of this Part 1 may be prosecuted by Village of Sidney legal counsel in the Champaign County, Illinois, Circuit Court.
C. 
In lieu of prosecution, the parties may, if and to the extent such practice is permitted by law, agree to some other disposition of a claimed violation of this Part 1, including a payment to the Village in lieu of a fine.
D. 
If the violator is prosecuted for such conduct under any state statute, the Village may, in its discretion, forbear from any other proceedings for violation(s) of this Part 1.
Each day that a violation of this Part 1 continues shall be a separate offense.
Any person violating the prohibitions of this Part 1 commits a trespass on the Village park property, and such person is subject to prosecution for violation(s) of any applicable state statutes.
