A. 
The Borough Council shall have the power and authority to regulate the direction and speed of vehicle traffic on any or all of the streets and highways of the Borough and to fix the times and manner in which vehicles may be parked thereon, subject to the applicable provisions of the Motor Vehicle Code of the Commonwealth of Pennsylvania.
B. 
Unless otherwise specified or defined herein, the terms and definitions under the Pennsylvania Vehicle Code (Title 75) shall apply under this chapter.
C. 
For the entirety of this chapter, and unless otherwise specified, the terms "vehicle" or "motor vehicle" shall mean a self-propelled device or a device that can be towed by a self-propelled device, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon rails or tracks. The term does not include a self-propelled wheelchair or an electrical mobility device operated by and designed for the exclusive use of a person with a mobility-related disability. A bicycle or scooter that is not solely gas or electric powered shall not be considered a motor vehicle under this chapter.
No person shall stand or park a vehicle on a street or highway of the Borough for the purpose of:
A. 
Displaying such vehicle for sale;
B. 
Repairing such vehicle, except repairs necessitated by an emergency;
C. 
Storing such vehicle for purposes of commercial repairs or commercial sales; or
D. 
Utilizing such vehicle primarily or solely as a sign or for advertisement purposes.
A. 
Subject to the exemptions and exceptions set forth in this chapter, no person shall park an oversized vehicle, as defined below, at any time upon any of the streets or highways of the Borough of Narberth. The Narberth Police Department, Fire Department, Public Works Department, or other Borough vehicles are exempt from this section. The prohibition does not apply to a public utility company engaged in the performance of public utility work or oversized vehicles stopped or parked for the purpose of making local deliveries or actively rendering services to owners or occupants of buildings, structures, and properties within the Borough.
B. 
"Oversized vehicles" are vehicles having any of the following characteristics, and may include, but are not limited to, trucks, vans, trailers, semitrailers, recreational vehicles, buses, or campers with the following characteristics:
(1) 
Vehicles with a gross combined vehicle weight rating (GCWR) of 26,001 pounds or more;
(2) 
Vehicles designed to transport 16 or more passengers, including the driver, but not an active school bus;
(3) 
Vehicles wider than seven feet;
(4) 
Vehicles longer than 19 feet;
(5) 
Vehicles connected to, or parked in a manner to be connected to, trailers, campers, boats, equipment, or other vehicles resulting in combined length longer than 19 feet.
A. 
It shall be unlawful for any person to abandon a motor vehicle on or along any street or highway or on property other than that of the owner without such owner's permission or the permission of the person in control of the property.
B. 
It shall be unlawful for any person to abandon a motor vehicle on any property owned or controlled by the Borough of Narberth.
C. 
For purposes of this chapter, a motor vehicle shall be deemed abandoned under the following circumstances:
(1) 
The motor vehicle has remained parked illegally, or without a valid parking permit, on or along any street or highway of the Borough or on property other than that of the owner without such owner's permission or the permission of the person in control of the property for a period of seven days or more, provided that motor vehicles or equipment used or to be used in the construction, operation, or maintenance of public utility facilities which are left in a manner which does not interfere with the normal movement of traffic shall not be considered abandoned vehicles for the purposes of this chapter.
(2) 
The motor vehicle is a disabled motor vehicle, as defined under Article VIII, Removal and Impounding of Disabled or Illegally Parked Vehicles, § 475-39, Definitions.
(3) 
The motor vehicle is illegally parked, or otherwise parked without a permit, on property owned or controlled by the Borough of Narberth for at least 24 hours.
(4) 
An abandoned motor vehicle shall receive a citation and shall then be towed, removed, and impounded as further provided in Article VIII of this chapter.
The Borough of Narberth may establish a parking permit program to permit the parking of a motor vehicle on property owned or controlled by the Borough, in locations designated by the Borough. Upon application to the Borough Manager, or the Borough Manager's designee, payment of the established permit fee, and presentation of a current motor vehicle registration card evidencing that the vehicle is registered at an address in the Borough or sufficient evidence, to the sole satisfaction of the Borough, that the primary driver of the motor vehicle is a current resident of the Borough or an owner or lessee of a residential dwelling unit or commercial building unit located within the Borough. Such residents, owners, or lessees shall be allowed to receive one or more permits entitling such resident, owner, or lessee to park their motor vehicle(s) in such designated areas. The permits issued by the Borough shall be limited for a period to be established by resolution of Borough Council, as may be thereafter amended, and shall be nontransferable to other vehicles. The application fee for any parking permit shall be payable to the Borough and shall be in an amount established by resolution of Borough Council, as may be thereafter amended.
In addition to any specific violations, penalties or consequences set forth in this article, any person or entity violating the provisions of this article, or aiding, abetting, or assisting in the violation of this article shall receive a parking citation in the amount of $25. Each day that the violation occurs shall be considered a separate offense. For abandonment of vehicles under § 475-4, each day after the initial citation for abandonment shall constitute a separate offense up to the date the vehicle is towed. The citing police officer or parking enforcement officer shall place on a vehicle in violation of this article a notice to the owner thereof that such vehicle has been parked in violation of the provisions of this article and instructing such owner as to provisions for payment of such violation or penalties for failure to pay such violation. Each such owner may, within 10 days of when such notice was attached to such vehicle, pay the citation amount at the Borough office or in a designated payment box, as provided on the parking citation, as a penalty for and in full satisfaction of such violation.
