In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the streets of the Borough, the Borough Council hereby establishes snow emergency routes named in § 475-28 of this article.
The members of Council do hereby resolve that within one hour after the commencement of each fall of snow in the Borough of Narberth, it shall be the duty of the owner, lessee or operator of any vehicle which is parked upon any of the designated snow emergency routes in the Borough to remove said vehicle from the public street.

If, at any time during a period of snow emergency as designated in § 475-27 of this article, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, the vehicle may be towed by the Borough without further notice or additional delay with the costs of removal to be paid by the vehicle's owner. Further, the person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of not more than $300 and court costs.
