A certain document, three (3) copies of which are on file in the office of the City Clerk, being marked as the "BOCA Basic Plumbing Code, 1990 Edition," as published by the Building Officials Conference of America, Inc., is hereby adopted as the Plumbing Code of the City for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of the Basic Plumbing Code, 1990 Edition, are hereby referred to, adopted and made part hereof, as if fully set out in this Section.

The administration and enforcement of the Plumbing Code shall be the duty of the Administrative Authority, and he/she is hereby authorized to take such actions, issue such orders and give such notices as may be reasonably necessary to enforce the purposes of the Plumbing Code; and any action, in the line of duty, by any person duly authorized by the Administrative Authority, shall be deemed to be the action of the Administrative Authority himself/herself.

It shall be unlawful for any person to violate or fail to comply with any provision of the Plumbing Code adopted by Section 520.010, or to violate or fail to comply with any lawful order or notice duly given by the Administrative Authority pursuant to any provision of such Plumbing Code or of this Chapter.

The Administrative Authority shall make such rules and regulations in furtherance of the purpose of the Plumbing Code and not inconsistent with the specific provisions thereof, for the installation, repair or alteration of air-conditioning systems, water treatment equipment, and water-operated devices as may be deemed necessary to properly protect the water supply system.
