No person or persons, firm or corporation shall engage in the business of collecting and transporting refuse in the Town of Morristown without first obtaining a license to do so from the appropriate state authority, and such person or persons, firm or corporation shall have his license number and name on both sides of the vehicle.

Every person, whether he is owner, attendant or occupant of any dwelling shall cause all garbage, refuse and trash to be removed from the premises twice each week. No person or persons, firm or corporation, in the course of removing refuse or trash, shall allow such refuse or trash to be deposited in the public streets of the Town of Morristown.

Proper storage and removal of garbage and refuse from the premises shall be the daily responsibility of the owner, tenant or lessee of multiple-family housing units, retail food establishments or any other place where food is manufactured, prepared, handled, stored or served, who shall cause daily removal of garbage and other refuse from the premises. Proper storage, so as not to create a nuisance, shall be maintained.

Receptacles used for storage of refuse and garbage shall be leakproof, nonabsorbent, insect and rodentproof with tight-fitting lids, which are kept closed at all times when not in use. Such receptacles and the area adjacent to such receptacles shall be kept in a manner so as not to create a nuisance.

No vehicles shall be used to convey garbage or refuse along the streets of Morristown except those that are metal lined and watertight and completely covered by the body proper. No vehicles used for the collection or removal of garbage and refuse shall stand in the streets or other public places within the limits of this Town at any time except when being loaded or unloaded.

No person shall permit any garbage or refuse to remain or be disposed of in this Town except on properly licensed dumps or landfills. All ashes and other refuse transported through the streets of Morristown shall be placed in a dump or dumps only, except that the sanitary refuse may be temporarily stored in a planned, confined manner if usable for salvage, provided that such storage does not create a nuisance as defined in Article VII.

No person shall remove the body of an animal which, within a period of 14 days before death, has bitten anyone or which is suspected of having bitten anyone, without consent of the Division of Health.
