There is hereby created a Recreation Board (the "Board") in and for the Township of Penn (the "Township"). The Board shall consist of no less than five Township residents to be appointed by the Board of Commissioners of Penn Township (the "Commissioners"), one for a term of one year, one for a two-year term, one for a three-year term, one for a four-year term, and one for a five-year term. Upon the expiration of these terms, respectively, the Board of Commissioners shall appoint a member for a term of five years and likewise thereafter upon the expiration of the terms of these members. No more than two members will be selected from each voting district. All initial terms aforesaid shall commence January 1, 2019. The aforesaid appointments for a specified term notwithstanding, a Board member may stay in office until a successor qualifies or is appointed, or the Commissioners may remove any member of the Board, at the pleasure of the Commissioners.
The members of the Board shall serve without pay, and vacancies in such board, occurring otherwise than by expiration of a term, shall be filled by the Commissioners for the unexpired term in the same manner as original appointment.
The Board shall elect its own Chairman and Secretary and other officers deemed necessary, to serve for a period of one year.
The Board, at such times as directed by the Commissioners, shall annually submit for approval to the Commissioners a proposed budget for the ensuing year, setting forth all proposed expenditures, salaries, and programs. The Board shall not in any manner obligate the Township for the payment of any municipal funds until the same is appropriated by the Commissioners. The Board shall submit an annual report to the Board of Commissioners of Penn Township, including an analysis of the community recreation areas, facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and the public needs to be met.
The Board shall supervise, maintain and regulate parks, recreation areas and facilities. The Board may equip and operate the parks, recreation areas and facilities and shall, for the purposes of carrying out these provisions, employ officers or employees as it deems proper. In addition, the Board shall have supervisory authority and responsibility over general Township recreational programs. The Board shall exercise its powers and duties in establishing standards, qualifications and salary schedules to be approved by the Commissioners.
The Board shall exercise the authority granted herein over any recreation place acquired hereafter or now existing, unless otherwise specified by the Commissioners.
