In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 450-63 of this article, the Mayor, in their discretion, may declare a snow and ice emergency (designated in this article as a "snow emergency") at any time due to potential hazards and in the best interest of public safety. Two inches or more of snow and/or ice is deemed an automatic emergency. Information on the existence of a snow emergency may be given by the Borough of Royersford through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media. Termination of the snow emergency shall be determined by the Public Works Director and in his/her absence by the Emergency Management Coordinator. The termination of the emergency shall be relayed to the duty police officer, who shall make a record of the termination in the daily logbook indicating the date and time of the termination. Every effort shall be made to declare a snow emergency in effect eight hours prior to the start of a snow event. All vehicles must be removed within the eight-hour period or be subjected to ticketing and towing at the owner's expense.

After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person:
A. 
To park a vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in §§ 450-63 and 450-64 of this Article VII.[1]

Snow emergency routes shall be properly signed reading as follows:

The following are designated as snow emergency routes:
Street

Fifth Avenue
From Limerick Township line to Green Street, no parking on the west side (odd-numbered side)
Lewis Road
Within Borough limits, no parking on either side of Lewis Road (both sides of street)
Main Street
From Second Avenue to Lewis Road, no parking on the south side of Main Street (even-numbered side)
Main Street
From Tenth Avenue to Lewis Road, no parking on either side of the street (both sides of street)
Second Avenue
From Main Street to the Borough line, no parking on the west side (odd-numbered side)
Summer Street
From North Fourth Avenue to North Third Avenue, no parking on the entire street (both sides of street)
Walnut Street
From Lewis Road to Borough line, no parking on the south side (even-numbered side)
Washington Street
From Second Avenue to Lewis Road, no parking on the south side (even-numbered side)

The following are culs-de-sac within the Borough which are subject to the above snow emergency regulations, and proper signage is in place to denote this:
A.

Elm Street;

A. 
If, at any time during a period of snow emergency declared under § 450-61 of this Article VII, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of not more than $50 and costs. Vehicles may also be subject to towing at the owner's expense.[1]

The invalidity of any section or provision of this article shall not invalidate other sections or provisions thereof.

The remaining provisions of the Borough Code in force immediately before the enactment of this article are intended to be continued and, to the extent not inconsistent herewith, are hereby reenacted and reordained; and provisions inconsistent with this article are hereby repealed as referenced.

This article shall be effective in accordance with the applicable law.
