(a) 
As allowed by the Charter, there shall be a Department of Communications and Technology. The head of the department shall be the Director, who shall be appointed by the Mayor with the advice and consent of the Council and may be one of the division heads. The Director shall serve during the term of office of the Mayor appointing him/her and until the appointment and qualification of his/her successor, subject to removal as provided by the Charter.
(b) 
Within the Department of Communications and Technology there may be an Administrative Assistant designated as Secretary to the Director, who shall be appointed by the Director with the approval of the Administrator. The Administrative Assistant shall serve during the term of office of the Director appointing him/her, subject to removal as provided in the case of a Department Director appointed by the Mayor.
Within the Department of Communications and Technology, there shall be established a Division of Information Technology, the head of which shall be the Information Technology Manager. Under the supervision of the Director of the Department, the Manager shall:
(a) 
Organize and direct the activities of information processing and all facilities related thereto.
(b) 
Develop and maintain information technology, applications, operations production and control, operate systems programming and maintenance.
(c) 
Manage the citywide information technology network.
(d) 
Create or cause to be created municipal programming.
(e) 
Develop technology acceptable use policies as needed from time to time.
(f) 
Maintain, regulate and assess all municipal information technology infrastructure and to establish strategies and plans to improve and support infrastructure.
(g) 
To maintain and regulate municipal television studio facilities, including, but not limited to, developing shared service strategies for facilities use.
(h) 
Perform such other duties and responsibilities as may be delegated or assigned by the Director.
Within the Department of Communications and Technology, there shall be established a Division of Media, the head of which shall be the Media Manager. Under the supervision of the Director of the Department, the division of Media shall:
(a) 
In coordination with the various departments of the city government, develop and implement communications, public information, and educational programs to enhance the knowledge of city residents concerning the availability of and access to city services.
(b) 
Coordinate the interrelationship between and dissemination of public information to the public and all aspects of the media, including print media, radio, television and video.
(c) 
To regulate and supervise all aspects of media requirements of the City.
(d) 
Perform such other duties and responsibilities as may be delegated or assigned by the Director.
The Director of Communications and Technology, may appoint a Public Information Officer, who shall, under the direction and supervision of the Director of Communications and Technology be responsible for disseminating to the press and public, information concerning the actives of the City including the use of newsletter, annual reports, radio programs and public meetings.
