Within the Division of Engineering there shall be established an Advisory Committee on Traffic and Parking. The Committee shall consist of seven (7) members, one (1) of whom shall be a councilman. Each member shall serve the term of one (1) year until the appointment and qualification of his successor, except that the Council member shall serve only during his term of office. The Committee shall:
(a) 
Study traffic, parking and safety problems of the City in cooperation with the Traffic Engineer, and make recommendations regarding the regulation, maintenance and supervision of parking meters and off-street parking lots and traffic controls;
(b) 
Make recommendations on matters dealing with traffic, traffic safety, parking meters or parking; and,
(c) 
The Traffic Engineer and the office in charge of the Traffic Section will be ex officio members of the Traffic and Parking Committee in addition to which the Traffic Engineer will supply secretarial and other needed services to the Committee.
