(a) 
Within the office of the Mayor there shall be established a Citizens Advisory Committee, the functions of which shall be:
(1) 
To advise the Mayor and Council and to provide community input for the Workable Program, as required by Federal regulations.
(2) 
To assist the Mayor, Council, Planning Board and various other City bodies and agencies in reviewing and establishing community priorities.
(3) 
To advise the Mayor, Council, Planning Board and other City bodies and agencies concerning Federal, State, and private grants coming into the community in such a way as to avoid wherever possible duplication and overlap, and to emphasize wherever possible coordination among various community agencies and groups.
(4) 
To review and evaluate State and Federal funded programs.
(a) 
The Citizens Advisory Committee shall consist of 31 members appointed by the Mayor with the advice and consent of the City Council, except that the membership may be increased as provided for in Subsection (2) hereinafter.
(1) 
Class I Members: The Chairman or President of the' Board of Directors or Trustees, or his representative designated in writing of each of the following agencies: Community Action Plainfield; Plainfield Public Library; Plainfield Housing Authority; Plainfield Parking Authority; Muhlenberg Hospital; United Community Services; Plainfield Board of Education; Plainfield Planning Board; and Plainfield Area Chamber of Commerce.
(2) 
Class II Members: Seven citizens of the City of Plainfield recommended to the Mayor, one by each of the seven members of the City Council from their respective constituencies and appointed by the Mayor with the advice and consent of the City Council. Such appointees will serve for a period of two years. Each new City Council member may make such appointment which will not affect the appointment of his predecessor.
(3) 
Class III Members: Seven citizens of Plainfield appointed by the Mayor with the advice and consent of the City Council.
(4) 
Class IV Members: The President of the Plainfield City Council.
(5) 
Class V Members: The Chairman of the Model Cities Neighborhood Council (subsequently to be known as the Plainfield Neighborhood Council) and the Chairman of each of the six task forces thereof.
(a) 
In the case of Classes I, IV, and V, the members shall serve during their respective terms of office in the organization which they represent.
(b) 
In the case of Classes II and III, the members shall serve for terms of two years, except that for those first appointed, one-half shall be designated for one year and one-half shall be designated for two years.
(c) 
Any vacancy shall be filled for the unexpired term only and shall follow the procedure set forth hereinabove.
(d) 
Notwithstanding anything to the contrary set forth in (a), (b) and (c) hereinabove, those individuals currently serving on the Citizens Advisory Committee created by the prior Resolution of the City Council, will continue to so serve until their appointed term expires, and at such time their successors shall be appointed in accordance with this article.

(a) 
The Citizens Advisory Committee shall adopt the appropriate by-laws and rules for the transaction of its business and shall keep a record of its transactions, findings, and determinations.
(b) 
The Citizens Advisory Committee shall have the power to call upon the Director of Public Works and Urban Development or his designee to provide necessary staff services for the operation of said committee.
(c) 
The Citizens Advisory Committee shall undertake to structure itself as to officers, committees and task forces as it shall deem necessary to discharge its duties under this article.
