Within the Department of Administration and Finance shall be
established the Economic Development Committee which shall consist
of thirteen (13) members classified and appointed as follows:
Class I

The Mayor.

Class II
|
Two (2) members of the members of the Council to be appointed
by the Mayor with the advice and consent of the Council.
|
Class III
|
Director of the Department of Administration and Finance.
|
Class IV
|
Nine (9) other members to be appointed by the Mayor with the
advice and consent of Counci1.

(a) All members of the Committee shall serve without compensation.
(b) The terms of the members comprising Classes I, II and III shall correspond
to their respective terms of office.
(c) The term of the members of Class IV shall be for three (3) years
to expire on December 31 of the last year.
(d) Any appointments to fill a vacancy shall be for the unexpired term
only.

(a) The Committee shall act in an advisory capacity to the Mayor and
Council on all matters concerning the industrial business and commercial
development within the limits of the City not in conflict with the
rights and duties of the Planning Board of the City.
(b) The Committee shall have full and complete charge of all expenditures.
The City shall not be liable for any amount greater than that appropriated
by the Council.
(c) The Committee may solicit funds from interested citizens or other
municipalities.
(d) The Committee shall elect a chairman and create and fill such other
offices as it shall deem necessary.
(e) The Committee shall create and fill such other committees and positions
not limited to membership of the committee as it shall deem necessary.
(f) The Committee shall have the power to adopt by-laws and rules and
regulations for the conduct of its business.
(g) The Committee shall have the power to make recommendations to the
Mayor and Council.
