There shall be established an African Caribbean Commission,
which shall consist of nine (9) volunteer citizens of the City appointed
by the Mayor, with the advice and consent of the Council, for a term
of three (3) years each, except that of those first appointed, three
(3) shall be appointed for a term of one (1) year, three (3) for two
(2) years, and three (3) for three (3) years.

The mission, organization and purpose of the African Caribbean
Commission is to foster diversity and promote African Caribbean events
and awareness within the City of Plainfield.

The African Caribbean Commission shall organize annually, and
elect a chairman and vice-chairman, who shall each serve for a period
of one (1) year and until their successors shall be elected and qualify.
In the absence of the chairman, the vice-chairman shall preside. The
African Caribbean Commission shall, with the approval of the Mayor,
adopt by-laws governing the conduct of its affairs. The African Caribbean
Commission shall meet regularly, and no less than ten (10) times per
year.
