As used herein:
(a) 
Cartman means any person who owns, maintains, operates or drives a vehicle for hire used for the collection, transportation and disposal of refuse, and includes all his assistants and helpers.
(b) 
Expressman, or Truckman means any person who owns, maintains, operates or drives a vehicle for hire used for the collection and transportation of goods, wares, merchandise including baggage and luggage.
(c) 
Refuse means all discarded articles or materials except sewage waste and junk, and including ashes and rubbish.[1]

(a) 
No truck, cart or other vehicle shall be owned, maintained, operated or driven for the collection and transportation for hire of refuse, goods, wares, merchandise including baggage and luggage unless the vehicle, its driver, and all assistants or helpers are licensed by the City.
(b) 
A separate license shall be required for each vehicle, each driver and each individual assistant or helper.
(c) 
Nothing in this article shall apply to vehicles licensed under Article 6 of this chapter, applicable to the junk dealer.

(a) 
An application shall be in writing, signed by the applicant and filed with the License Bureau.
(b) 
The application shall state:
(1) 
The name, age and residence of the applicant;
(2) 
If the applicant is a driver, the applicant's New Jersey driver's license number and expiration date of such license;
(3) 
The purpose of the license sought; and,
(4) 
If for a vehicle's license, a description of the vehicle to be licensed, including the serial number, type, color, year, make and the New Jersey license number and expiration date.

(a) 
Before a license is granted, every applicant shall be fingerprinted by the Police Division and his record checked through such law enforcement agencies as shall be determined by the Director of Public Affairs and Safety.
(b) 
In the event the fingerprint check shall cause an inordinate delay, the Mayor, on the advice of the Director, may issue a temporary license to the applicant whose initial references indicate the applicant is qualified.
(c) 
The temporary license shall be effective for thirty (30) days and may be renewed from time to time pending receipt of the final fingerprint check or other verifications.
(a) 
A license may be granted to any person who:
(1) 
Is of good moral character;
(2) 
Has been never convicted of a crime or a violation of any disorderly person provision;
(3) 
Has not made any misrepresentations of fact in the application; and,
(4) 
Has paid the prescribed fees.[1]

(b) 
Before any license is issued under this article, the License Bureau shall cause to be investigated the information called for by the form in respect to the truth of the applicant and all circumstances bearing on the proposed license.
(c) 
The License Bureau shall report the findings of the investigations in writing to the Mayor or his designee.

(a) 
The License Bureau shall issue the license.
(b) 
The license shall state the:
(1) 
Name and business address of the licensee or owner of the licensed vehicle;
(2) 
Number of the license; and,
(3) 
Expiration date of the license.

The license shall be issued for the period from June 1 to the last day of May of the following year.

(a) 
The license shall be carried upon the person of the licensee at all times when the licensee is engaged in the licensed business.
(b) 
In the case of a licensed vehicle, the license shall be carried in or upon the vehicle at all times when the vehicle is engaged in the licensed business.
(c) 
The License Bureau shall issue and each driver of a licensed vehicle, including the owner, shall wear, in a conspicuous place on his person, a badge bearing the license number, the owner's badge to bear the same number as the licensed vehicle.
(d) 
The licensed vehicle may carry any number of licensed assistants.

In addition to the display of the license certificate, every vehicle of a licensed cartman, truckman or expressman shall display on each side of its exterior, in a conspicuous place, a metal plate, to be furnished by the License Bureau bearing the words, "City of Plainfield, Licensed Truckman or Expressman, or Licensed Cartman, No.______ Expires _______________________________ 20________", as the case may be, with the appropriate number and date inserted.
The Mayor or his designee shall prescribe and promulgate reasonable regulations, not inconsistent with this article, for the conduct of licensees under this article, provided the same are not in conflict with the regulations of the New Jersey Public Utilities Commission or the Department of Environmental Protection.

No person shall dump any refuse within the City except with the written consent to dump at those places designated by the Director of Public Works or his designee.
