The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.

No person shall park a vehicle at any time, except by permit or Vehicle Identification as an Authorized Vehicle as defined in Section 16:4-2A, upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.

(a) 
Definitions. As used in this section, the term(s) below shall have the following meanings, unless the context clearly indicates a different meaning is indicated.
(1) 
Authorized vehicle means a vehicle that is designated for the exclusive use of the Department of Public Safety and the Department of Public Works and Urban Development.

No person shall park a vehicle during the time specified in Schedule II (except public holidays and by permit) upon any of the streets or parts of streets described in Schedule II attached to and made part of this chapter.

No person shall stop or stand a vehicle between the hours specified in Schedule III on any day (except Sundays and public holidays) upon any of the streets or parts of streets described in such Schedule III attached to and made a part of this chapter.

No person shall park a vehicle for longer than the time limit shown in Schedules IV A, IV B, and IV C on any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedules IV A, IV B, and IV C, attached to and made a part of this chapter.

In the event of a snow emergency declared by the Director of the Department of Public Works and Urban Development, no person shall park a vehicle upon any of the streets described in such Schedule II A attached to and made a part of this chapter.
