On properties owned or leased by the City of Plainfield upon which the City has installed parking meters requiring the payment of a fee for such parking privileges on the days and hours specified on such meters, failure to pay the prescribed fee for such parking privileges shall be a violation of this article, subject to the penalties as provided in this chapter.

On properties owned or leased by the City of Plainfield upon which the City has rented space on a monthly basis for a prescribed fee, and has issued stickers, decalcomanias or some other type of marking or designation to persons who are authorized to park at such designated off-street parking facilities, parking on such premises without having an unexpired sticker, decalcomania or other type of marking or designation duly issued by the City authorizing parking at such facility, shall be a violation of this article subject to the penalties as provided in this chapter.

The City of Plainfield with the approval of the Mayor and Council may appoint such persons as meter maids or special policemen whose powers and authority shall be confined exclusively to on-street and off-street parking premises owned, leased and operated by the City of Plainfield with full power and authority to issue summonses for violation of this article.
(a) 
The summons issued under this article shall be in the form of the "Uniform Traffic Ticket" or such other summonses as may be from time to time designated by the Director of the Division of Motor Vehicles of the State of New Jersey as the "Uniform Traffic Ticket".
(b) 
On off-street parking lot violations the owner or operator of a vehicle shall be subject to the provisions of Subsection (b) of Section 16:18-4 of this article.

In addition to the issuance of summonses as provided herein for the violation of this article, the Police Division and such persons as are designated as meter maids and special policemen to enforce the terms of this article, shall have the right to have automobiles parked in violation of this article towed from the on-street and off-street parking facilities operated by the City of Plainfield with the costs of the towing and storage thereafter to be the sole responsibility of the owner of the vehicle.

Signs identifying this article and the penalties for the violation thereof, shall be placed upon all on-street and off-street parking facilities operated by the City of Plainfield that are subject to this article.

This Article shall be enforced by the Police Division and such other persons as may be appointed by the City of Plainfield as meter maids and special policemen of the City to issue summonses for violation of this article.

The fees for parking rates, metered, monthly, annually and cashiered attendant, shall be set forth below, or as otherwise established in this chapter.

In addition to the published annual parking rates, a bulk permit discount rate of 10% will be available to educational institutions who purchase a minimum of 25 parking permits.
(c) 
Refunds. Parking permit holders desiring refunds will be assessed a ten (10%) percent administrative fee on the remaining permit purchased time.
