Except as prohibited by Federal or State law, a cable operator
which violates this Article or any City order issued hereunder directed
specifically to the cable operator shall be subject to penalties and
forfeitures under the Municipal Code or, if applicable, the City's
cable ordinance.

Charging or filing for approval of a rate that is later determined
to be unreasonable is not in and of itself an evasion of Federal or
local rate regulation and does not provide a basis for assessing penalties
or forfeitures.
