With the exception of the Main Street Business District, scooters
propelled by electric motors may be operated on public sidewalks within
the municipality. They may not be operated on streets or highways
within the municipality or in any location wherein motor vehicles
operate, including but not limited to parking lots.
It shall be in violation of this article, subject to the general penalty in Chapter
1, Article
III, §
1-16, of the City Code, to operate a scooter propelled by an electric motor in excess of 10 miles per hour anywhere within the municipality.
For the purposes of this article, a "scooter" is defined as a vehicle with a maximum of two wheels wherein the wheels are arranged in tandem, one behind the other, between which is a platform upon which the operator may stand. The scooter shall have a handle attached to the front wheel for steering and shall be powered by a battery-charged electric motor only. It shall be in violation of this article, subject to the general penalty in Chapter
1, Article
III, §
1-16, of the City Code, to operate on public sidewalks any electric powered vehicle that fails to meet the definition in this section unless their operation is otherwise allowed by law.
Scooters shall be operated in a manner safe for both pedestrians
and the scooter operator. When approaching the intersection of a public
sidewalk and a street or highway, the operator shall dismount and
walk the scooter across the street or highway, remounting the vehicle
only when both wheels of the scooter are in contact with the public
sidewalk.
