A. 
No plat of any subdivision shall be entitled to record in the county recorder's office or have any validity until it has been approved in the manner prescribed in this title.
B. 
Any subdivision or resubdivision platted after the adoption of this title which has not been approved in accordance with the provisions contained in this title shall be subject to the following:
1. 
No building or repair permits shall be issued for any structure located therein.
2. 
No public improvements shall be allowed therein.
3. 
No public funds shall be expended for any public improvements or streets therein.
4. 
It is unlawful to offer for sale, sell, trade or otherwise convey any parcel or tract platted therein.

Any cable television company franchised by the City shall be entitled to use any easement area on any plat heretofore or hereafter approved by the City, which easement areas are dedicated and shown on the plat for public use, utility or public utility purposes.
