Every person riding a pedalcycle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle according to Title 75, Vehicle Code. Any person violating such provisions shall be subject, upon conviction, to a fine of $10.[1]

The parent of any child and the guardian of any ward shall not authorize or knowingly permit the child or ward to violate any of the provisions of the Vehicle Code relating to operation of a pedalcycle.

A. 
No person shall ride a pedalcycle, skateboard, coaster, skate, sled, rollerblade, or similar device upon any sidewalk in such a manner as to endanger the safety or property of any person.
B. 
Notwithstanding Subsection A, no person shall ride a pedalcycle, skateboard, coaster, skate, sled, rollerblade, or similar device upon any sidewalk in the business district section of Allegheny River Boulevard, from Hulton Road to Plum Street, and Allegheny Avenue, from Hulton Road to College Avenue, and Hulton Road, from Allegheny River Boulevard to the Hulton Bridge.
C. 
No person shall ride a pedalcycle, skateboard, coaster, skate, sled, rollerblade, or similar device upon the Arboretum Trail from Hulton Road to College Avenue, or the ramps to Allegheny River Boulevard.
D. 
No person shall ride a pedalcycle, skateboard, coaster, skate, sled, rollerblade, or similar device upon any school playground or property within the Borough of Oakmont and owned by the Riverview School District. All such playgrounds and property must be clearly posted with signage prohibiting such acts and a letter on file at the Oakmont Police Department from the Superintendent of Schools requesting enforcement.
E. 
No person shall ride a skateboard, coaster, skate, sled, rollerblade, or similar device upon any street in such a manner as to endanger the safety or property of any person.
F. 
Penalty.
(1) 
Any person violating this section is guilty of a summary offense and shall, upon conviction, be sentenced as follows:
(a) 
A written warning shall be issued upon the first offense;
(b) 
$5 for violating this section the second and subsequent offenses.[1]

(2) 
Confiscation of pedalcycles, skateboards, coasters, skates, sleds, rollerblades, etc.
(a) 
Any person violating this section for the fifth offense shall be considered an habitual offender and the arresting police officer shall take possession of the skateboard, coaster, skates, rollerblades, sled, etc., and the same shall be forfeited to the Borough of Oakmont and destroyed.
