The Local Board of Health for the Borough of Elmer shall be
established which shall consist of six members.

Members of the Board of Health shall be appointed by the Mayor
and Council for a term of three years. Members who terms expire shall
hold their respective office until their successors are qualified.

The Borough of Elmer has entered an agreement with the Salem
County Board of Chosen Freeholders for Department of Health services.

There shall be appointed by the Mayor with the advice and consent
of the Council, five Commissioners, who shall have the care, charge
and control of the public parks in the Borough of Elmer.

Members shall hold office for a term of three years, and until
their successors are appointed.

The Commissioners shall have power to make rules and regulations
governing the use of parks. The rules and regulations shall be approved
by the Borough Council before they become effective.
