(a) 
All proposed multifamily housing projects of two or more units in the City of Old Town which depend in whole or in part on governmental funding shall have the usual state and local licenses and permits, the approval of the City Planning Board and Board of Appeals, and shall present its proposal to the housing authority of the City of Old Town.
(b) 
Before final approval of the project is granted by the zoning board of appeal, the planning board or the code enforcement official, or before construction commences, the City Council shall, after public notice, hold a Council meeting at which Council meeting it will receive the recommendation of the Zoning Board of Appeals, the Planning Board, the City Housing Authority, any City official, and hear public comments.
(c) 
The City Council will at the termination of said hearing or any adjournment thereof vote approval or disapproval of the project. This vote shall be transmitted to the sponsoring state or federal agency together with reasons for such approval or disapproval.
