A. 
Any costs incurred by the Palmer Municipal Fire Department in responding to emergency incidents shall be recoverable against the party or parties who benefited, directly or indirectly, from such response. Under no circumstances shall any Township of Palmer property owner, resident, or tenant ever be billed for fire protection or other services provided by the Palmer Municipal Fire Department except in cases of reoccurring false alarms resulting from faulty/defective equipment, and fire intentionally set by the property owner, resident, or tenant resulting in emergency response by Township of Palmer Emergency Services to include Police, Fire, and EMS.
B. 
The Palmer Township Fire Commissioner shall initiate user fees for the delivery of fire and rescue services, firefighting equipment, supplies, apparatus usage, hazardous abatement materials involving hazardous materials, extinguishing agents other than water, involving any hazardous material incidents, environmental incidents, fire incidents, and/or safety and rescue incidents and/or operation, including vehicular accidents, chemical spills, vehicle fires, house fires, structure fires, building fires, water rescue, technical rescue, from the recipients of such services. Said user fee schedule shall be addendum to this document.[1]

Those reasonable costs as outlined may be recovered directly by the Township of Palmer's authorized agent PA Fire Recovery Service. In this regard the emergency service provider shall seek and obtain applicable insurance information from service recipients for billing purposes.
