Reference is made to N.J.A.C. 8:25 et seq. (entitled "New Jersey Youth Camp Standards," hereinafter the "Administrative Code") which implements the New Jersey Youth Camp Safety Act, N.J.S.A. 26:12-1 et seq. The definitions contained in the Administrative Code are adopted for the purposes of this chapter.

No person shall operate a youth camp until a license has been issued by the State of New Jersey and a preoperational inspection has been completed by the Board of Health.
a. 
The owner of a youth camp shall pay the annual inspection fees set forth in Chapter BH:15 of the Revised Ordinances of the Township of Bernards, New Jersey. Such fees are in addition to any fees otherwise required pursuant to the Revised Ordinances of the Township of Bernards.
b. 
Not-for-profit youth camps and quasimunicipal youth camps shall be exempt from the requirement to pay the foregoing fees and charges.
Inspections for the operation of a youth camp shall expire annually on December 31, and application for renewal thereof shall be submitted together with the required fee prior to January 1 of each year.
Inspections required by this chapter may be denied or suspended by the Board of Health for failure to comply with this chapter or the Administrative Code.
