This chapter shall be known and may be cited as the "Greenville Administrative Code."
A. 
The following words, when used in this chapter, shall, unless the context clearly indicates otherwise, mean or indicate as follows:
ADMINISTRATIVE CODE
Is the ordinance which establishes the Town's local administrative organization by defining the administrative functions or services to be performed and an organizational structure to perform them. The Administrative Code acts as a link between the Home Rule Charter and administrative manual.
ADMINISTRATIVE MANUAL
Those documents specifying operational matters of municipal units, including, but not necessarily limited to, descriptions of the duties and responsibilities of subordinate units, rules and regulations, and appropriate administrative procedures, records and reports.
ADMINISTRATIVE SERVICE
All personnel in those units of the Town which are under the authority of the Town Manager.
CHARTER
The Home Rule Charter of the Town of Greenville, Mercer County, Pennsylvania, as adopted and/or amended by the electorate.
CHIEF ADMINISTRATIVE OFFICER
The Town Manager of the Town of Greenville, Mercer County, Pennsylvania.
CITIZEN
A resident of the Town of Greenville, Mercer County, Pennsylvania.
COUNCIL
The Council of the Town of Greenville, Mercer County, Pennsylvania.
LAW
All applicable laws of the United States of America and the Commonwealth of Pennsylvania.
ORDINANCE
All ordinances of the Town of Greenville, Mercer County, Pennsylvania, including this Administrative Code.
PERSON
Any individual, partnership, association, or corporation.
PRESIDING OFFICER OF THE TOWN COUNCIL
The Mayor.
PUBLIC NOTICE
Shall conform to provisions of the Pennsylvania Sunshine Act (Open Meeting Law)[1] governing advertisement to inform the citizenry of meetings, public hearings and the proposed adoption of ordinances and resolutions, as appropriate. Such notice shall include the date, time and location of the meeting or hearing, should state the purpose of the meeting and must be printed in a paid newspaper of general circulation within the Town, such as The Record Argus. A notice must also be posted in a conspicuous location where the meetings will take place.
PUBLISH
To print in a paid newspaper of general circulation within the Town such as The Record Argus, the entire document or a brief summary thereof with a listing of places where complete copies of documents have been filed and times when they are available for public inspection.
RESIDENCE
The domicile in which an officer or employee permanently resides.
TAXPAYER
A person who pays a tax to the Town of Greenville, Mercer County, Pennsylvania.
TOWN and MUNICIPALITY
The Town of Greenville, Mercer County, Pennsylvania.
UNIT
All governmental entities of the Town of Greenville, Mercer County, Pennsylvania.
