The planning, zoning and development function is responsible
for administration of the short-and long-range planning and community
development programs for the Town in accordance with the Pennsylvania
Municipalities Planning Code (1968, P.L. 805, No. 247, as amended)
and works in conjunction with the Town's Planning Commission
and Zoning Hearing Board.
Performance of this function shall be under the responsibility
of the Chief Administrative Officer who may delegate responsibility
to another administrative staff member, utilize independent planning
and development consultants and/or rely on county, state and federal
governmental, intergovernmental or nonprofit agencies to assist in
the completion of various tasks and responsibilities.
The duties of this function shall be to:
A. Perform the various duties and exercise the powers as prescribed
by the Pennsylvania Municipalities Planning Code, including, but not
limited to, conducting zoning studies; preparation and periodic comprehensive
revisions of the zoning regulations and map; preparation of subdivision
standards and regulations and conducting periodic reviews and suggesting
revisions; conducting renewal studies and community renewal programs;
identifying renewal areas; determining development standards; and
recommending use changes.
B. Prepare, review, and maintain plans for human services, including
health care, education, employment, recreation, and other social services
and coordinate such plans with the plans for the physical and economic
development of the Town;
C. Prepare, review, and maintain the comprehensive plan of the Town
including data collection, mapping, and analyses;
D. Participate in the development of long-range fiscal plans and preparation
of proposals for the acquisition of federal, state, and other funding
for capital improvements; and
E. Serve as secretariat to the Planning Commission by recording minutes
of meetings, maintaining files, handling correspondence, and related
duties.
