A. 
The Borough of Blawnox ("Borough") shall permit by application the installation of an additional meter(s) to determine the quantity of water excluded from the sanitary sewer system, after it is established to the satisfaction of the Borough that a portion of the water used in or on any property does not and cannot enter the sanitary sewer system. The type, size, location, and arrangement of such meter(s) shall be subject to inspection by and approval of the Borough. The installation, maintenance, and repair of the meter and of the remote reader shall be the sole responsibility of the user.
B. 
Meters are subject to the following requirements:
(1) 
The meter setting shall not be obstructed in any way.
(2) 
The meter setting must be completed before meter pit will be set.
(3) 
The backflow prevention valve must be approved by the Borough.
(4) 
The backflow prevention valve must be installed and maintained by the property owner.
(5) 
A strainer is highly recommended upstream of the backflow prevention device.
(6) 
The meter cannot be installed more than five feet from the floor without prior Borough approval; and
(7) 
Deduct meters are not owned or maintained by the Borough.
The application for a meter shall be accompanied by a sketched plan of the property, the water distribution system, the sewer layout, existing meter[s], and the proposed changes in the water distribution system to accommodate the new meter. The sketch shall be neatly drawn, drawn to scale, or include all appropriate measurements. The sketch shall be subject to approval by the Borough. The exterior remote shall be placed in a safe, readily accessible location. After installation is approved, the Borough will affix their seal to the meter and record the reading on the meter as the initial reading, if the location of the remote reader is approved, the Borough will synchronize the initial reading on the water and remote reader and affix their seal. The seal shall remain intact to receive a deduct credit.
Fees for the meter, radio read, remote for radio read and inspection shall be set by the Fee Resolution of the Borough of Blawnox, as amended from time to time.
The Borough reserves the right to inspect and test any deduct meters as needed to verify compliance with all regulations and proper operation. Inspections of the deduct meters will be conducted once every 10 years or at the discretion of the Borough. Violation of any sewer ordinance or resolution may result in the nullification of the deduct meter readings. Any modification to the water supply piping from the approved sketch will result in the nullification of the deduct meter reads and require re-application with a security deposit.

The Borough or its designee will read the meter for residential and commercial users when the Borough deems appropriate. The reading of the deduct meter shall be deducted from the user's sewage usage based upon the reading of the primary water meter. The Borough reserves the right to make required adjustments to the credit. All meter readings shall be provided to the Borough.
B. 
Deduct credits will not be given if the exterior remote is broken or damaged, or if the remote is not easily accessible. It is the responsibility of the applicant or current property owner to contact the Borough to schedule a read if their remote is in a fenced area and they have a pet. Prior to sale of any property, a final deduct meter read must be obtained from the actual deduct meter. The current property owner will receive their deduct credit, if any, in their final bill and then the deduct meter service will be suspended. The new property owner will have to establish the deduct meter service by completing an application and having an inspection performed by the Borough.
If any sentence, clause, section, or part of this article is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this resolution. It is hereby declared as the intent of Council of the Borough of Blawnox that this article would have been adopted had such unconstitutional, illegal, or invalid sentence, clause, section or part thereof not been included herein.
All ordinances or parts of ordinances which are inconsistent herewith, except to the extent otherwise provided herein, are hereby repealed.
