There is hereby established a Health Department, which shall have and exercise all the powers and duties, as herein conferred by this article and imposed by general law, to administer and coordinate all matters relating to the public health of all citizens and property located within the City of Haverhill.
The Mayor shall appoint a Director of the Health Department, who shall hold office and serve at the pleasure of the Mayor.
A. 
The Public Health Department shall consist of a Director who shall have administrative control and technical supervision over the following City divisions and board:
(1) 
Public Health staff.
(2) 
Board of Health staff and Board (to be shared with Inspectional Services Department).
The mission of the Director of Public Health is to promote and protect the public health, including the physical, mental, emotional and social wellness of all citizens, by addressing public health threats in the community and promoting good health practices among its citizens. To accomplish this the Director shall designs programs and implement policies to meet the health needs of the community. The Director shall oversee and supervise various staff members, which may include nurses, social workers and other staff. In addition, the Director shall work with the Board of Health to assist the Board in the exercise of their general powers and duties.
Should any of the provisions of this article or any rules or regulations adopted pursuant hereto be found to be in conflict with the provisions of any existing ordinance, resolution, rule, regulation or Code of the City of Haverhill, the provisions of this article shall apply.
