In all cases, as a condition for any entity (individual, firm, trust,
corporation or partnership) to be employed or engaged by the City to perform
services or supply materials as an independent contractor, such entity shall
authorize the City of Haverhill to withhold a reasonable amount for any money
the contractor may owe the City of Haverhill for taxes, water, sewer or any
other municipal liability, including liens. Such compensation shall be made
payable thereunder prior to undertaking said engagement.
