The City Engineer shall be appointed by the Council and serve at its pleasure.

The City Council hereby established the qualifications of the City Engineer. The City Engineer shall possess all of the following:
a. 
Certification of registration as a Civil Engineer issued by the State;
b. 
Any combination of education and experience equivalent to graduation from college in civil engineering or a related field and five (5) years of responsible public works engineering experience, including two (2) years in a supervisorial or an administrative capacity;
c. 
Knowledge of public works; engineering, economics, design and construction principles, materials, equipment and methods;
d. 
Knowledge of State and Federal laws governing joint programs for public works improvement;
e. 
Ability to plan public works programs;
f. 
Ability to plan and design public works programs;
g. 
Ability to schedule and coordinate personnel and equipment and to effectively conduct public works maintenance programs;
h. 
Ability to establish and maintain effective relationships with the public, groups and other public agencies.

The compensation of the City Engineer shall be determined by the Council.

It shall be the duty of the City Engineer to determine and fix all official elevations, lines and grades pertaining to the activities of the Bureau of Public Works in such a manner as to best serve the interests of the citizens of the City.
For the purpose of carrying out the provisions of this section and to harmonize with Federal government standards, the base of elevations for this City shall be the United States geological survey datum as shown on that certain concrete monument located near the southeast corner of the intersection of San Pablo Avenue and Washington Street by a United States Coast and geodetic survey standard disk stamped 46-819 U.S.G.S.B.56 and all other elevations taken therefrom.

The City Engineer, in the discharge of his duties, shall be governed not only by this Code but also by the laws of the State and Federal governments so far as they apply to his office and his department.

It shall be the duty of the City Engineer to advise the Council in all matters pertaining to his office and to submit required reports on his activities.
