In accordance with the provisions of Section 40805.5 of the Government Code, financial and accounting duties are responsibilities of the Finance Director and Administrative Services Division.

In order to establish a central program for the uniform and efficient development and processing of all fiscal accounting and budgeting, purchasing, property accounting, and personnel functions, there is hereby established a division of Administrative Services and Finance Director:
a. 
The Finance Director of such Division shall report to the Administrative Officer and be directly responsible to the Administrative Officer and the City Council.
b. 
The City Council shall have the power to appoint and remove the Finance Director of such Division.

The Administrative Services Division and Finance Director shall be vested and charged with the following duties and responsibilities:
a. 
To refine, maintain, and operate the general accounting system of the City, and each of the respective departments, divisions and services thereof.
b. 
To perform such accounting functions and duties in accordance with the latest and most modern accounting practices.
c. 
To assume and perform all municipal functions and duties relating to preparation, auditing and disbursement of claims and demands against the City, including payroll.
d. 
To purchase all supplies, goods, wares, merchandise, equipment and material which may be required by the City.
e. 
To keep and maintain, or to prescribe and require the keeping and maintaining of, inventory records of municipal properties necessary in accordance with modern municipal accounting practices.
f. 
To prepare the annual City preliminary budget with the assistance of other City department heads for submission to the Administrative Officer for review and presentation to the City Council; after the final budget is adopted by the City Council, to maintain budgetary controls.
g. 
To keep and maintain, on a centralized basis, all employee personnel records, and to establish uniform policies and procedures, other than those functions assigned to the departments by law.

The division of Administrative Services shall prepare and present to the Administrative Officer for submission to the City Council the following:
a. 
A monthly report concerning the financial condition of the budget by allotment.
b. 
On at least a semi-annual basis, a financial report on the condition of the budget and projecting estimated expenditure for the year.
c. 
Such other financial reports as may be required.

The division of Administrative Services shall perform such additional duties and functions as may be hereafter prescribed or required by the City Council.
