In addition to the performance of their regular and ordinary duties, it shall be the duty of police officers when in the City of Albany, to aid all persons perceived in serious distress or serious danger and render them such help and assistance as lies within their power. Albany Police Officers that are incapacitated due to medical, physical, or administrative conditions or who have imbibed in the use of alcohol or prescription drugs, are exempt from this subsection.

In any case should a Policeman be injured while rendering such additional services as mentioned in subsection 2-11.1 of this chapter, he shall be deemed to be injured in the course of his employment and shall be entitled to workmen's compensation therefor, as provided by law.

The Council declares that it desires to receive aid from the State of California under the provisions of Chapter I of Title 4, part 4 of the California Penal Code.
Pursuant to Section 13522 of such Chapter I, the City, while receiving aid from the State of California pursuant to such Chapter I, will adhere to the standards for recruitment and training established by the California Commission on Peace Officers' Standards and Training.

Every appointee of the Police Department through lateral entry shall meet the following qualifications:
a. 
Every appointee shall not have attained the age of forty (40) years on the date of appointment.
b. 
Every appointee shall meet the minimum physical height, weight and eyesight requirements as established by the Civil Service Board for civil service applicants at the level of patrolman.
c. 
Every appointee shall pass the same physical examination required of all new appointees of the Fire and Police Departments.
d. 
Every appointee shall pass the examination as prescribed by the Civil Service Board.

a. 
Qualifications. The Council hereby establishes the qualifications of the Chief of Police as follows:
1. 
The candidate shall, at the time of filing nomination papers, be a resident and elector in the City.
2. 
The candidate shall possess, at the time of filing nomination papers, a BA or BS degree from an accredited college or university with major course work in police science, criminal justice, public administration or related field plus eight years of law enforcement experience with at least five (5) years in a sworn supervisory or administrative capacity at or above the rank of sergeant. Possession of a Peace Officers Standard and Training supervisory or management certificate is also required.
b. 
Appointment. In the event a vacancy exists in the office of Chief of Police, an appointment shall be made pursuant to Section 3.13 of the City Charter in accordance with the following:
1. 
If the person appointed is not a member of the Police Department, all qualifications shall apply to the person so appointed; provided, however, that the qualification set forth in paragraph a, 2 above, shall not apply if the person so appointed has attained the rank of Inspector in the Police Department.
2. 
A person appointed shall be considered an incumbent Chief of Police at the next Municipal Election.
3. 
A person so appointed shall, on the effective date of his appointment be a resident and elector of the City.
4. 
The person so appointed shall not, on the effective date of his appointment, have reached his fiftieth birthday; provided, however, that this qualification shall not apply to any candidate who, at the time of his appointment, is a member of the Police Department.

The City Council hereby establishes the qualifications and requirements of the position of Civilian Clerk in the Police Department as follows:
a. 
Number. The number of positions shall be determined by the City Council commensurate with the requirements for such clerk in the Police Department.
b. 
Qualifications. Candidates for such position shall have had any combination of training and experience equivalent to the completion of the twelfth grade, including or supplemented by a course in typewriting and one (1) year experience in typing and clerical work.
Candidates, at the time of appointment, shall be at least twenty-one (21) years of age.
Candidates shall have a working knowledge of office practices and procedures; possess the ability to typewrite from clear copy accurately at the rate of not less than fifty (50) words per minute corrected; possess the ability to do clerical work involving a degree of independent judgment, accuracy and speed; possess the ability to work under emergency conditions and be familiar with basic filing procedures.
Candidates shall pass a medical examination equal to the examination and requirements given other clerical personnel of the City.
c. 
Duties. Such clerk shall have the duties:
1. 
To type letters from rough drafts, marginal notes and verbal instructions.
2. 
To transcribe reports from tape or other forms of recording devices.
3. 
To assemble information from various sources and type onto a variety of forms.
4. 
To type reports, warrants, bills and statistical data.
5. 
To cut stencils and operate a Xerox or other similar duplicating machines.
6. 
To review documents for accuracy, check and tabulate statistical data and keep files.
7. 
To assist with the handling of prisoners under emergency conditions, and to perform such other clerical duties as may be directed by the Chief of Police.
d. 
Probation Period. Appointments to employment as Civilian Clerk shall not be deemed completed until a probationary period of one (1) year has elapsed.

Members of the City Police Reserve are entitled to benefits provided by the Workers' Compensation laws of the State if sustaining injuries arising out of the course and scope of their activities while performing Police Reserve duties, subject, however, to the following conditions:
a. 
Recovery available shall be comparable to weekly payments afforded regular members of the City Police Department of the rank of Patrolman.
b. 
Payment of benefits shall commence on the first day of such duty-incurred injury; provided, however, if time lost therefor is in excess of one-half (1/2) day, a full day payment shall accrue.
