In order to establish a central program for the uniform and efficient administration of State and local planning and land use laws, there is hereby established a Department of Planning and a Planning Director.

a. 
The Planning Director shall report to the Administrative Officer and be directly responsible to the Administrative Officer and to the City Council.
b. 
The City Council shall have the power to appoint and to remove the Planning Director.

The Planning Department and the Planning Director shall be vested and charged with the following duties and responsibilities:
a. 
Plans, organizes and directs all activities of both current and long-range planning of the land use and physical development of the City.
b. 
Researches, formulates and recommends planning actions.
c. 
Coordinates and performs zoning enforcement activities.
d. 
Acts as staff to the Planning and Zoning Commission and to other citizens' committees or other interim committees as the City Council finds necessary.
e. 
Prepares various elements of the City's General Plan and is responsible for the overall implementation of the General Plan.
f. 
Administers the zoning, subdivision and other pertinent ordinances.
g. 
Administers the California Environmental Quality Act (CEQA) and other pertinent State planning laws.
h. 
Processes various planning applications and permits.

The Planning Division shall perform such additional duties and functions as may be prescribed or required by the City Council.
