Editor's Note: This ordinance also provided for the repeal of former § 2-20, Traffic and Safety Commission, adopted as § 20.9 of the 1958 Code, as amended.
A Transportation Commission is hereby established to advise the City Council on transportation policy and project planning and design on City-owned rights-of-way. The Transportation Commission will take into consideration mobility, safety, sustainability, accessibility, and equity when making decisions or recommendations.
The Transportation Commission shall have the following duties:
a. 
Serve as the advisory body to the City Council on matters related to transportation planning and policy, including: transportation elements of the General Plan; transportation improvement projects in the Capital Improvement Program; public transit service in the City; planning and design of bicycle, pedestrian, and motor vehicular facilities; and streetscape improvements on City-owned rights-of-way:
b. 
Serve as a decisionmaking body on transportation-related matters as may be requested by the City Council or required by the Municipal Code;
c. 
Provide transportation-related policy and project support to other City committees and commissions;
d. 
Serve as the City of Albany Active Transportation Advisory Committee (Bicycle and Pedestrian Advisory Committee), composed of both bicyclists and pedestrians who live or work in the City pursuant to Metropolitan Transportation Commission Resolution 4108 and City Council Resolution No. 2015-18, as may be amended from time to time;
e. 
Perform such other duties as may be requested by the City Council or identified in the Municipal Code; and
f. 
Consider accessibility and equity in making all decisions.

a. 
The Commission shall consist of seven (7) members. Five (5) members of such Commission shall be appointed by Councilmembers; each Councilmember shall appoint one (1) member to the Commission.
b. 
Two (2) members of such Commission shall be Council as a whole appointments that include the following:
One (1) appointment made by the City Council as a whole to be filled by a high school student attending a high school within the City of Albany,
One (1) appointment made by the City Council as a whole to be filled by either a high school student attending a high school within the City of Albany or an adult affiliated with students at the school level within the City of Albany.
Appointments and associated term shall be in accordance with Section 3.23 of the Albany City Charter, however the two Council as a whole seats need not be residents of the City of Albany.
c. 
The Commission shall have a Chairperson and a Vice Chairperson who shall be members of the Commission;
d. 
The Chairperson and Vice Chairperson shall rotate per the advisory body rules and procedures; and
e. 
The City Manager shall designate a staff liaison to the Commission.

a. 
Regular meetings. The City Council shall establish by resolution the schedule for regular public meetings of the Transportation Commission. A meeting may be canceled or rescheduled for lack of quorum or other reasonable cause.
b. 
Meeting procedures. The Transportation Commission shall follow the provisions of state law, the City Charter, the Municipal Code or other such laws, regulations, or City policies or procedures that govern the conduct of public meetings and advisory bodies.
c. 
Quorum. Four (4) voting members shall constitute a quorum.
d. 
Public notice. The Transportation Commission shall establish by resolution procedures for public notice of agenda items.
