There shall be a County Auditor who shall retain all powers and duties as conferred by the Charter and the laws of New York State. The County Auditor shall retain the independence of office provided for by the Sullivan County Charter. The County Auditor shall hold no other position in the government of Sullivan County. The County Auditor shall be appointed and qualified, and restricted, and have the powers as set forth in §§ C9.00, C9.01, C9.02 and C9.03 of the Sullivan County Charter. For administrative purposes only, the County Auditor shall be part of the Division of Management and Budget.
A. 
There shall be an Office of Audit and Control which shall be headed by the County Auditor. The County Auditor shall retain the independence of office provided for by the Sullivan County Charter. The County Auditor shall hold no other position in the government of Sullivan County. The Office of Audit and Control shall perform the duties, including but not limited to the following:
(1) 
Audit all claims or charges against the County or against funds for which the County is responsible.
(2) 
Conduct financial and compliance audits of records and accounts for all officers and employees charged with any duty relating to County funds or funds for which the County is responsible.
(3) 
Conduct management and performance audits of County administrative units and County-funded programs.
(4) 
Provide assistance as needed to the County Manager in budget preparation, monitoring and maintenance, or in any other and related matter as designated by the County Manager.
(5) 
Provide information to the County Legislature as requested.
(6) 
Shall report his/her findings to the County Manager and the County Legislature.
B. 
For administrative purposes only, the Office of Audit and Control shall be part of the Division of Management and Budget.
The County Auditor and the Office of Audit and Control shall be subject to the legislative oversight of the Management and Budget Committee.
