There is hereby created and established the Public Works Department which shall be so organized and administered as the Mayor and City Council shall, from time to time direct, and which shall consist of the Public Works Director and such other officers and employees as the Council may from time to time authorize.
The Director of Public Works shall be appointed annually by the Mayor his appointment confirmed by the Council. He or she shall serve until removed by the Mayor or until the term in office of the Mayor shall expire.
The Public Works Director shall be the appointing officer of the occupants of all positions assigned or under the supervision of said Department and may make reasonable rules, regulations and directives not in conflict with law or ordinance to govern and administer the activities and carry out the duties and responsibilities thereof, subject to the direction and control of the Mayor and City Council.
The Public Works Department shall perform such functions and duties, as may be assigned from time to time by the Mayor and City Council.
The Departments heretofore existing in the City known as the "Department of Streets, Water, Sewer, and Parks," are hereby merged and consolidated into one Department to be know as the "Department of Public Works"; and the offices now and heretofore existing in the City known as the "Superintendent of Streets, Water, Sewer, and Parks," shall be under the supervision of the Director of Public Works.
A. 
The Director of Public Works shall be vested with all the power and authority and charged with the performance of all the duties, as may from time to time be required by the Council or by the Mayor.
B. 
He or she shall, when required by the Mayor or Council, superintend the construction of any public works of the City, and shall as often as may be necessary examine the public works under his or her supervision to see that the same is properly executed, and if the contractor shall neglect or refuse to execute the work in accordance with this or her contract and specification, the Director may suspend the work, and shall thereupon report the facts to the Mayor and Council.
C. 
He or she shall examine all bills for materials so received in connection with the Department, and if found correct, shall certify to the Council for allowance.
