A. 
In adopting this article, the Southington Town Council declares that flagpoles owned or maintained by the Town of Southington are not intended to serve as a forum for free expression by the public, but rather as a nonpublic forum for the display of the flags authorized herein, as government speech.
B. 
No flag other than the flags of the United States of America, State of Connecticut, POW/MIA, and the flag of the Town of Southington may be flown or affixed on any properties owned or maintained by the Town of Southington, with the following exceptions:
(1) 
For any property owned by the Town of Southington, the following flags may be flown at the discretion of the Town of Southington Veteran's Committee:
(a) 
The official services flags of the Armed Forces of the United States of America; or
(b) 
An official flag, ensign, or service pennant of any military unit, in recognition of that unit's service to the State of Connecticut or United States of America.
(2) 
For any Town of Southington owned property serving as an office, station or substation of the Town of Southington Police Department and/or Fire Department, and any apparatus, vehicle or equipment of the Police and/or Fire Department:
(a) 
The official departmental flag if adopted.
(3) 
For any Town of Southington owned property serving as an official school:
(a) 
The official school flag; or
(b) 
On the interior of school buildings, the display of the official country flag of other sovereign nations with the approval of the school's principal.
C. 
The flying of flags on Southington property must be done so in accordance with proper flag flying etiquette as outlined by the American Legion or US government.
