When any Motor Vehicle or Trailer is found unattended, parked
or abandoned on any Thoroughfare or property publicly owned by area
within the Village whether or not during a snowstorm, flood, fire,
or other public emergency which affects that portion of the Thoroughfare
upon which said Motor Vehicle, Trailer, or Vehicle is parked or abandoned,
said Motor Vehicle, Trailer, or vehicle may be removed by or under
the direction of the Sands Point Police Department.
After removal of any Motor Vehicle, Trailer, or vehicle as provided
in this article, the Sands Point Police Department may store or cause
such Motor Vehicle, or Trailer, or vehicle to be stored in a suitable
place at the expense of the owner. Such owner or Person in charge
of the Motor Vehicle, or Trailer, or vehicle may redeem the same upon
payment to the Person with whom the Motor Vehicle, or Trailer, or
vehicle is stored, of the amount of all expenses actually and necessarily
incurred in effecting such removal and storage; provided, however,
that no Motor Vehicle, Trailer, or vehicle shall be released to the
owner or operator of such Motor Vehicle, or Trailer, or vehicle without
written authorization from the Sands Point Police Department.
It shall be the duty of the Sands Point Police Department to
ascertain, to the extent possible, the owner of the Motor Vehicle
Trailer, or vehicle or the Person having the same in charge and to
notify him of the removal and disposition of such Motor Vehicle or
Trailer, or Trailer.
