This title shall be known as the "city traffic code."

Whenever in this title the following terms are used, they shall have the meaning respectively ascribed to them in this section:
"Alley"
means any highway, as defined in subsection E of this section, having a width of twenty-five feet or less and not provided with a sidewalk or sidewalks.
"Code"
means the entire city code, unless some other code is specified.
"Council"
means the city council of the city.
"Crosswalk"
means either:
1. 
That portion of a roadway ordinarily included within the prolongation or connection of the boundary lines of sidewalks at intersections where the intersecting roadways meet at approximately right angles, except the prolongation of any such lines from an alley across a street; or
2. 
Any portion of a roadway distinctly indicated for pedestrian crossing by lines or other markings on the surface.
"Highway"
means the entire width between boundary lines of every way set apart for public travel when any part thereof is open to the use of the public for purposes of vehicular travel.
"Loading zone"
means the space adjacent to a curb or edge of a roadway reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
Loading Zone, Bus.
"Bus loading zone" means that space adjacent to a curb or edge of a roadway reserved for the exclusive use of buses during loading and unloading of passengers.
Loading Zone, Passenger.
"Passenger loading zone" means the space adjacent to a curb or edge of a roadway reserved for the exclusive use of vehicles during the loading or unloading of passengers.
"Official traffic signals"
means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed, and which is erected by authority of a public body or official having jurisdiction.
"Official traffic-control devices"
means all signs, signals, markings and devices not inconsistent with this title, placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.
"Park"
means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily, for the purpose of and while actually engaged in loading or unloading of passengers or materials.
"Pedestrian"
means any person who is afoot or is using a means of conveyance propelled by human power other than a bicycle.
"Road commissioner"
means the public works director, or designee. For duties requiring professional expertise, the road commissioner may call upon professional employees or contractors to perform the necessary work under the supervision and control of the road commissioner of the city.
"Roadway"
means that portion of the highway between the regularly established curblines, or when no curbs exist, that portion improved, designed, or ordinarily used for vehicular travel.
"Safety zone"
means that portion of a roadway reserved for the exclusive use of pedestrians, marked and designated as provided in this title.
"Sidewalk"
means that portion of the highway between the curblines or traversable roadway and the adjacent property lines.
"State Department of Transportation"
means the Department of Transportation of the state of California.
Stop or Stand.
1. 
"Stop"
means the complete cessation of movement.
2. 
"Stop or stand"
means any stopping or standing of a vehicle, whether occupied or not, except where necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.
"Street"
means a highway, as defined in subsection E of this section.
Time.
Whenever certain hours are named in this title they mean standard time or daylight-saving time as may be in current use in the city.
"Vehicle"
means every device or animal by which any person or property is or may be transported or drawn on a street or highway, excepting devices moved by human power or used exclusively upon rails.
"Vehicle code"
means the Vehicle Code of the state.
Vehicle Code Definitions.
Whenever any words or phrases used in this title are not defined in this title, but are now defined in the Vehicle Code of the state, such definitions as now exist are incorporated in this title and shall be deemed to apply to such words and phrases as are used in this title as though set forth in this title in full.

A. 
The provisions of this title regulating the operation, parking and standing of vehicles shall not apply to any vehicle that has qualified under the Vehicle Code as an authorized emergency vehicle, when any such vehicle is operated in the manner specified in the Vehicle Code in response to an emergency call.
B. 
The foregoing exemption shall not, however, protect the driver of any such vehicle from the consequences of his or her wilful disregard of the safety of others.
C. 
The provisions of this title regulating parking or standing of vehicles shall not apply to any vehicle of the road department or department of public works or of the State Department of Transportation while necessarily in use for construction or repair work on any highway, or any vehicle owned by the United States while in use for the collection, transportation or delivery of United States mail.
