The purpose of the ordinance codified in this chapter is to provide for the construction, repair and reconstruction of wells so that the groundwater of the city will not be polluted or contaminated, and that water obtained from such wells will be suitable for the purpose for which used and will not jeopardize the health, safety or welfare of the people of this city, and for the destruction of abandoned wells or wells found to be public nuisances so that such wells will not cause pollution or contamination of groundwater or otherwise jeopardize the health, safety or welfare of the people of this city.

There is adopted by reference San Diego County Ordinance No. 4286 (New Series) three copies of which are on file in the office of the city clerk, relating to construction, repair, reconstruction or destruction of wells, and incorporating by reference Water Well Standards: State of California (Chapter II of Department of Water Resources Bulletin No. 74), and Catholic Standards: State of California (Chapter II of Department of Water Resources Bulletin No. 74-1). The provisions of said ordinance shall be made a part hereof as though fully set out in this chapter.

Any person violating the provisions of this chapter shall be deemed guilty of a misdemeanor and upon conviction shall be fined in an amount not to exceed five hundred dollars or by imprisonment for a period of not more then six months in the county jail or by both such fine and imprisonment.

All persons performing work in accordance with this chapter shall, in addition to the permits required as set forth herein, obtain all associated or incidental permits as set forth elsewhere in this code and as otherwise required by the city engineer.
