The Horsham Township Council hereby declares its intent to form a municipal authority in accordance with the provisions of Act 101 of 2019, amending the Transit Revitalization Investment District Act, Act of December 8, 2004 (P.L. 1801, No. 238) and in accordance with the Municipality Authorities Act, Act of June 19, 2001, P.L. 287, No. 22 (53 Pa.C.S.A. § 5601 et seq.), formerly the Act of May 2, 1945, P.L. 382, No. 164.
The name of the proposed Authority is the Military Installation Remediation and Infrastructure Authority.
The proposed articles of incorporation for the Authority are attached hereto and incorporated herein.[1]

The Articles of Incorporation of the Authority, in substantially the form attached hereto, shall be executed on behalf of the Township by the President of the Horsham Township Council and the Horsham Township Secretary, and said officers are hereby authorized to file the Articles of Incorporation with the Secretary of the Commonwealth, and to do all things necessary and appropriate to incorporate the Authority.
A. 
The adoption of this article and creation of the Authority is desirable for the entire Township of Horsham, by providing a source of revenue to assist in the payment for and reimbursement of expenses associated with community improvements, including, but not limited to, remediation of contamination associated with the presence of a former military installation.
B. 
The adoption of this article is deemed necessary for the benefit and preservation of the public health, safety and welfare of the citizens of Horsham Township.
