The Board of Supervisors finds that the efficient and orderly transfer of real estate within Springettsbury Township requires that the purchasers of real estate or their representatives be able to determine the status of real estate tax payment on property within the Township.
The duly elected or appointed Tax Collector of Springettsbury Township, from time to time serving, is designated as the Township official authorized to issue in the form of a certification the status of real estate tax payments within Springettsbury Township.
The Board of Supervisors shall, by resolution, establish the fee or charge to be paid to the Township for a certification for each tax parcel of real estate. Such fee or charge shall be collected and retained by the Tax Collector as compensation for providing the service authorized by this article.

A. 
The Tax Collector of Springettsbury Township is authorized and directed to charge and collect a fee from any taxpayer who shall issue a check or draft to the Tax Collector which is returned unpaid by the issuer's depository account institution.
B. 
The initial fee to be charged and collected for such unpaid check shall be the sum of $25. The amount of such fee may be changed, from time to time, by a resolution duly adopted by the Board of Supervisors.
