This article shall be known and cited as the "Plumbing Code of Springettsbury Township, York County, Pennsylvania." It shall be administered by the Township Plumbing Board and Plumbing Inspector.
As used in this article, the following terms shall have the indicated meanings:
APPRENTICE PLUMBER
A person regularly employed by and engaged in the plumbing business conducted by a master plumber, duly licensed by the Township as an apprentice plumber in accordance with the provisions of this Code.
CODE
This article as amended, and any rule or regulation promulgated hereunder by the Township Board of Supervisors.
INACTIVE MASTER PLUMBER
A person to whom a currently valid inactive master plumber's license has been issued by the Township Plumbing Board in accordance with the provisions of this Code.
JOURNEYMAN PLUMBER
A person to whom a currently valid journeyman plumber's license has been issued by the Township Plumbing Board in accordance with the provisions of this Code.
LABORER
A person not otherwise licensed or registered under the provisions of the Code and employed in the performance of plumbing work by a master plumber in the Township.
MASTER PLUMBER
A person to whom a currently valid master plumber's license has been issued by the Township Plumbing Board in accordance with the provisions of this Code.
PLUMBING INSPECTOR
A person hired by the Township Board of Supervisors to perform the duties as assigned in the Code.
A. 
Application; issuance. Plumbing permits shall be issued in accordance with the niform Construction Code,[1] as it may be amended from time to time.

B. 
Fees. Fees shall be set from time to time by resolution of the Board of Supervisors.
The Plumbing Inspector shall condemn any plumbing material or equipment which is so worn, damaged, defective or constructed as to constitute a sanitary or safety hazard and such condemned material or equipment shall not be reused for plumbing purposes. Where, in the opinion of the Plumbing Inspector, condemned material or equipment should be destroyed to prevent its reuse, he may order such destruction.
The Board of Supervisors shall make such rules and regulations in furtherance of the purpose of this Code and not inconsistent with the specific provisions of this Code for installation, repair or alteration of air-conditioning systems, water treatment equipment and such other water-operated devices as it may deem necessary to properly protect the water supply system.
In the event of a stoppage of a main building drain or sewer, the owner or tenant shall first contact a plumber to ascertain the location of the stoppage and in the event that the property lateral is the problem, the plumber in turn shall notify the Township office.
Before any building shall be connected with the sanitary sewerage system, the plumbing system thereof shall be inspected and approved by the Plumbing Inspector. The Plumbing Inspector may order revision, alteration and correction to the plumbing system to the end that the plumbing system shall conform, both in construction and manner of use, to the provisions of the Code.
When any building is removed or any drainage or sewer system is abandoned or dismantled or removed, the sewer connection shall be disconnected at the curb or property line and properly sealed, plugged or capped and inspected.
When a permit is issued for a building having plumbing fixtures in a basement or a section of the building below grade construction, the owner shall be required to sign a written agreement or waiver upon a form furnished by the Township in the hands of the Plumbing Inspector releasing the Township from any damage that may result from this area being flooded by the stoppage or backflow of sewers. The property owner is responsible for the maintenance of backflow preventors and assumes the risk of a possible backflow of sewage.
A. 
Floor drains below grade are prohibited from being connected to building sanitary sewer systems.
B. 
Sump pumps are prohibited from being connected to building sanitary sewer systems.
C. 
Privy vaults, cesspools, septic tanks, mine holes, or similar receptacles for human excrement shall presently or at any time hereafter be prohibited from being connected to the Township sanitary sewer system.
D. 
Roof drains are prohibited from being connected to the sanitary sewer system.
A. 
Any portion of a plumbing system found by the Plumbing Inspector to be unsanitary as defined herein is hereby declared to be a nuisance.
B. 
Whenever it is brought to the attention of the Plumbing Inspector that any unsanitary conditions exist or that any construction or work regulated by this Code does not meet the Code, the Inspector may conduct an investigation and, upon determining such information to be fact, shall order any person using or maintaining any such condition or responsible for the use or maintenance thereof to repair, alter, change, remove or demolish the same as may be considered necessary for the proper protection of life, health or property. Every such order shall be in writing, addressed to the owner, agent or person responsible for the premises in which such conditions exist and shall specify the date or time for compliance with such order.
C. 
Refusal, failure or neglect to comply with any such notice or order shall be considered a violation of this Code.
D. 
When any plumbing system is maintained in violation of this Code and in violation of any notice issued pursuant to the provisions of this section or where a nuisance exists in any building or on a lot on which a building is situate, the Plumbing Inspector shall institute any appropriate action or proceeding in any court of competent jurisdiction to prevent, restain, correct or abate the violation or nuisance.
Any owner or person as those terms are defined in the Code, who or which violates or permits the violation of any provision of this article or of the Code shall commit a summary criminal offense, and upon conviction by a District Justice, shall be subject to a fine of up to $1,000 plus costs, and imprisonment to the extent allowed by law for summary offenses for each violation. Each day of a violation, and each separate violation of this article or the Code, shall be considered a separate offense.
