The Board of Trustees may from time to time amend, supplement, change, modify or repeal this chapter, including the Zoning Map, by proceeding in the following manner.
A. 
The Board of Trustees, by resolution adopted at a meeting, shall fix the time and place of a public hearing on the proposed amendment and cause notice thereof to be given as follows:
(1) 
By publishing a notice thereof as provided by law.
(2) 
By mailing a notice thereof to every association of residents of the Village which shall have registered its name and address with the Board of Appeals.
B. 
The notices shall state the general nature of the proposed amendment.
C. 
No application for a change of zoning shall be received or considered by the Board of Trustees unless and until the applicant has paid to the Village Clerk the sum of $250 to cover the cost of the expenses of the hearing.

Whenever the owners of 50% or more of the frontage in any district or part thereof shall present to the Board of Trustees a petition duly signed and acknowledged requesting an amendment, supplement, change, modification or repeal of the regulations prescribed for or of the Zoning Map, including such district or part thereof, it shall be the duty of the Board of Trustees to hold a public hearing thereon and cause notice thereof to be given in the manner prescribed in § 365-42.
At a public hearing full opportunity to be heard shall be given to any citizen and all parties in interest.
